Dan Heimel, PE, MS
ConfluenceES founder Daniel Heimel has 20 years of water industry experience including engineering, operations, and regulatory compliance services for water and wastewater utilities. Combining technical expertise with extensive experience facilitating multi-stakeholder water projects allows Dan and ConfluenceES to provide a wide range of engineering consulting services that can support utilities in managing their water systems.
Dan is a registered Professional Engineer with a Master's degree in Civil and Environmental Engineering from California Polytechnic State University - San Luis Obispo. During his free time Dan enjoys exploring and adventuring in the watersheds of the major and minor rivers in the Western United States.
Nate Page, PG, CHG
Nate Page joined the ConfluenceES team in the summer of 2024. He is a licensed Professional Geologist and Certified Hydrogeologist with a Masters' degree in Hydrogeophysics from Colorado State University - Fort Collins. For over 16 years Nate has supported his clients with sustainably managing their water resources through his experience in hydrogeology, hydrology, analysis of groundwater basins, and management of water resources
Additionally, Nate has qualifying experience in surface water/groundwater interaction and Groundwater Dependent Ecosystem (GDE) studies, Sustainable Groundwater Management Act (SGMA) and development/implementation of Groundwater Sustainability Plans (GSP), well siting/design/installation, aquifer testing and analysis, 3D geologic modeling, and development of groundwater model grids. In his free time, Nate loves exploring the expansive ocean and mountain landscapes of Central California.
Ryan Aston
Ryan Aston joined ConfluenceES in 2026 and leads the firm's water resource funding practice, specializing in revenue mechanisms for groundwater management. His work includes funding options analysis, cost-of-service and benefit analysis, rate methodology development, and stakeholder engagement. Ryan has served as project manager for numerous groundwater sustainability agencies and special districts pursuing fees or assessments under Propositions 26 and 218, developing funding programs that are defensible, practical to administer, and understandable to the public.
With ten-plus years of experience in data analysis and stakeholder engagement, Ryan has presented on funding sustainable groundwater management at GSA board and community meetings, and has expanded this expertise to serve a broader range of public water agencies. He earned his BA in Politics from UC Santa Cruz. In his free time, Ryan enjoys spending time outdoors across the Bay Area and throughout the state, as well as making music.
Jamie Girouard
Jamie joined Confluence Engineering Solutions in 2023. She has a Bachelor’s in BioResource and Agricultural Engineering from California Polytechnic State University and research experience with denitrification bioreactors. Jamie is a certified Drinking Water Distribution Operator (D2) and a Drinking Water Treatment Operator (T2). Growing up in San Luis Obispo, Jamie is excited to be a part of the ConfluenceES's team supporting Central Coast utilities in managing their local water resources. In her free time, Jamie enjoys walking her dog, rollerblading, and working on art projects.
Charlotte Arnao
Charlotte joined Confluence Engineering Solutions in the summer of 2024 as an Assistant Water Resources Engineer after earning her Bachelor of Science in BioResource and Agricultural Engineering from California Polytechnic State University. She has extensive experience in water market research, water supply valuations, and analysis of conservation/demand in irrigation practices. With a particular interest in groundwater supply research, Charlotte is eager to continue working on SGMA compliance projects and GSP implementation at ConfluenceES. Charlotte enjoys golfing and playing guitar in her free time.
Vikesh Dheeriya
Vikesh joined ConfluenceES in the summer of 2026 after earning his B.S. in Hydrologic Science and Policy from UC Santa Barbara. As an Assistant Water Resource Specialist, he supports regulatory compliance under the Sustainable Groundwater Management Act, water supply & demand analysis, and geospatial figure creation. Vikesh brings together technical skills in GIS and data science with a policy foundation in SGMA compliance to help Central Coast communities navigate groundwater sustainability planning, water accounting, and long-term supply challenges. Outside of work, he enjoys cooking tofu, playing pick-up basketball, and reading by the ocean.
Megan Chew
Megan Chew joined ConfluenceES in spring of 2026 as an Administrative Specialist where she brings a diverse background in real estate, property management, and community leadership to her work supporting Confluence Engineering Solutions and their clients. Drawing on her multi-industry experience, she keeps daily operations running smoothly by managing customer relations, accounts payable, and accounts receivable for mutual water company customers. Outside the office, she enjoys taking care of her family’s hobby farm, traveling, and wine tasting — though her absolute favorite moments are spent near the water with her family.
