ConfluenceES assisted Los Olivos Community Service District (Los Olivos CSD) in preparing a Technical Memorandum analysis of treated wastewater effluent disposal alternatives for the Los Olivos CSD Wastewater Reclamation Program Project. Development of the analysis required review of wastewater disposal requirements, including the State Water Resource Control Board’s Waste Discharge Requirements (WDR), National Pollutant Discharge Elimination System (NPDES) Permit Requirements, Recycled Water Use Regulations and existing waste disposal permits for similar wastewater facilities, such as the Los Osos Water Reclamation Facility, Cambria Community Services District Treatment Facility, the City of San Luis Obispo's Water Resource Recovery Facility, and others.
ConfluenceES evaluated the use of percolation ponds, percolation chambers, shallow aquifer injection wells, and the Alamo Pintado Creek outfall. ConfluenceES and GSI Water Solutions Inc. (GSI) constructed a ranking matrix with available data and analyses. The matrix addressed elements of each effluent disposal option such as permitting, effluent quality, social considerations, footprint, costs, water resource benefits, and feasibility. A Technical Memorandum (TM) was then prepared, providing a summary of the evaluation approach, key considerations associated with each alternative, and a recommended disposal alternative based on the scoring and ranking evaluation. For each alternative, the TM identifies potential fatal flaws or other technical/financial disqualifiers identified early in the evaluation process.
